Capital Improvement Program
Progress is Happening at John Wayne Airport, Orange County! The Airport has embarked on a substantial Capital Improvement Program (CIP) to modernize, upgrade and keep our facilities in excellent operating condition for years to come. The phased CIP includes new baggage handling systems, elevators, escalators, lighting, and signage; improvements to parking structures and taxiways; and more electric vehicle charging stations.
Throughout the duration of construction, guests will notice improvements taking shape in and around the Riley Terminal. This webpage will be a source for detailed information about each project as it occurs, construction impacts, and timelines.
We don’t anticipate any delays for travelers during construction, but you are encouraged to plan ahead and arrive 90 minutes prior to your flight departure to ensure an easy and stress-free travel experience. Please be aware there will be limited parking available for use in the cell phone waiting area. A trailer will be temporarily staged in the lot during CIP construction.

Orange County Public Works (OCPW) manages and administers JWA’s capital improvement projects, and JWA is responsible for funding the projects using airport funds, grants, and Passenger Facility Charge collections. OCPW and JWA collaborated to develop JWA’s Capital Improvement Program (CIP) to formalize processes and ensure adequate resources for the planned workload.
